About the Role

Reporting to the Organisation Development & Learning Commissioner, the OD&L Systems & Reporting Administrator, will work closely with and supporting the OD&L Commissioners, as a key point of contact for both internal and external stakeholders, you will contribute to the development and embedding of a strategic and coherent approach to the delivery of learning and organisational development (OD&L) activity across the organisation. 

Responsible for co-ordinating the delivery of commissioned OD&L interventions and initiatives across the Council you will work in conjunction with the relevant OD Commissioners, as well as with colleagues across the wider HR & OD Division to ensure a seamless delivery of learning and organisation development interventions. 

Your role is key to us developing a Learning Hub, continuing to drive development of our Learning Management System and engaging with key stakeholders to ensure a positive employee experience where individuals can own and own their learning experience. 

As OD&L Systems & Reporting Administrator, you will ensure the smooth and efficient delivery of all mandatory and bespoke Learning & Organisation Development.  You will adopt a project management approach to create and maintain an effective schedule of Learning & Organisation Development activity, overseeing the logistical aspects of bringing commissioned Learning & Organisation Development interventions into the Council, through liaison with the external providers of those interventions and acting as a conduit between key internal and external stakeholders.

As the subject expert for the retained Learning Management System (LMS), you will also oversee the provision of key management information and data analysis relating to all OD&L activity that is commissioned for and delivered, enabling the presentation of high-level management information and reports.  

Key Responsibilities:

  1. Manage and support operations in learning management systems, including account provisioning, user access, and permissions.
  2. Provide technical support to team members, addressing software-related questions or issues within the LMS.
  3. Regularly compile, review, and process course enrolment data for students and faculty.
  4. Continuous improvement of the Oracle platform to optimise the functionality
  5. Curation of learning content to ensure all content is relevant and impactful for the learner and organisation
  6. As system administrator, configure the LMS to support various formats, including online, hybrid, and blended learning environments.
  7. Work directly with users to resolve technical issues and provide guidance on system usage.
  8. Generate, produce and present regular and ad-hoc key management information and data analysis relating to all learning and organisation development activity
  9. Ensure the appropriate and consistent record-keeping in respect of all learning and organisation development activity, for audit and assurance purposes, in line with best practice, GDPR and organisational requirements.

Person specification

  • Proactive, solution focused individual who thrives in a busy work environment.
  • A minimum of two years of experience working with learning management systems (preferably Oracle) and demonstrate a solid understanding of the functionality, database management, and technical troubleshooting is essential
  • Understanding of the commissioning model of delivering services within an organisation, preferably Learning and Organisation Development initiatives and interventions.
  • Excellent verbal and written communication skills.
  • Proficient in computer skills, including Microsoft Office Suite (Word, PowerPoint, and Excel).
  • Strong interpersonal skills with the ability to collaborate effectively with others.
  • Exceptional analytical skills with keen attention to detail.
  • Strong decision-making abilities and problem-solving skills.
  • Ability and willingness to work independently with minimal supervision.
  • Expertise in customer service, with the ability to communicate technical information in easily understandable terms for non-technical users.
  • Ability to collate, analyse, interpret and present data and management information
