It’s an incredibly exciting time to be joining Croydon – especially to work on digital, data and technology services. Digital transformation is central to our ambitious plans and we are, in the words of our Chief Digital Officer, not messing around.

We are establishing a new Croydon Digital Service within the council – transforming our ICT team into a GDS-style service that can support the digital transformation of the council, revolutionise our online services for residents, and lead cross-sectoral work to enhance the borough through digital and technical innovation.

We have signed the Local Digital Declaration, committing us to delivering user-centred services that meet the Government Service Standard, and to following the Technology Code of Practice. We seek to collaborate, wherever possible, across London boroughs (led by City Hall) and all local authorities to share learnings, ideas and solutions. We work in the open, inviting feedback and input from our stakeholders.

We are looking for 3 x Product Managers to lead prioritisation, backlog creation and product development within our 3 multidisciplinary teams, in line with the council’s bold new digital strategy (see

Each of these 3 teams will be charged with delivering a programme of in-house products and outsourced projects, across a portfolio of the council’s internal systems and resident-facing services – grouped into themes of “corporate”, “people” and “place”. Each team brings together a cross-section of all the disciplines in CDS, from website content design and frontend development, through to applications support for existing live services.

As product manager, you will lead on breaking the work down into user stories, prioritised into sprint backlogs, and lead on defining the scope and vision for each deliverable the team works on.

You will be the voice of the user within the team, championing an evidence-based approach to user needs, and balancing that with pragmatism about business needs, technical and resource constraints.

You will define the vision and priorities for delivering products that enable us to transform our website and redesign services and transactions to make them so good that residents prefer to use them and can do so unaided.

Working closely with your team’s Programme Delivery Manager and others, you will define and report against OKRs (objectives and key results) to ensure the team is clear on what it is trying to achieve, and whether it has achieved it.

You will be experienced in agile working and team development, including building up capability and leading through culture change. We are at the beginning of our journey and need an agile anchor to steer and guide staff who have not worked in this way before. You will be an evangelist for product thinking and agile working.

Working closely with the delivery manager, you will be able to identify blockers and successfully deliver transformational change. We want to develop an effective, efficient, adaptive organisation that make services so good that people prefer to use them.

You will be ensuring that the standards of the digital service are high and remain high. This will mean having a sharp focus on our local digital declaration commitments and making sure that our products complete service standard assessments.

An engaging communicator, you will understand the importance of taking time to ensure stakeholders understand and are part of the process.

This is an exciting opportunity to be a Product Manager in an enthusiastic, optimistic digital service with a lot of work to do to create a truly digital council and borough.


The role holder will:

Form the vision for the team’s products and engage the team and stakeholders in the development of that vision over time

Represent users throughout the delivery process and use their feedback to inform continuous improvement, drawing on user researchers and data analyst for insights

Develop actionable user stories and prioritise for each work sprint
Review existing research material/evidence

Work with the agile team to identify further user research

Establish a backlog for the agile workstream assigned and participate in regular agile ceremonies to review and update priorities

Facilitating an achievable and valuable vision for the product

Share learning and best practice across the wider CDS team and contribute to continuously improving our working methods and processes.

Experience – (see JD for more detail):

Demonstrable experience in a product focused role, a strong understanding of product management methodologies

Experience of working in Agile (e.g Kanban, Scrum) and applying Design Thinking methodology to solving problems

Experience of interacting with senior stakeholders and communicating with impact (both verbally and written)

Shipping and evolving great digital products by working with multidisciplinary teams in an agile delivery setting

Creating, maintaining and prioritising product backlogs and roadmaps to direct the work of delivery teams

Engaging with users, commissioning research and turning qualitative and quantitative insight into product improvements

Engagement with senior management, representing the work of your team and demonstrating its contribution to overall organisation goals, especially in terms of tangible benefits to users
